VIA, San Antonio's metropolitan transit authority, and two of its officers challenge the district court's order specifically enforcing a 1978 agreement VIA had entered into to settle an action on behalf of handicapped residents seeking transportation services adapted to their needs. We AFFIRM the district court's finding that the agreement is enforceable but REMAND the case for further consideration of the manner in which the agreement...
