LEVINE, Justice.

The City of Mandan (Mandan) appeals from two district court judgments and an order denying its motion for a new trial of a portion of the proceedings arising out of its action to enjoin violation by Mi-Jon News, Inc. (Mi-Jon) of ordinances relating to the location and licensing of adult establishments. We affirm.
