OPINION AND ORDER

LAFFITTE, District Judge.

This Court is again faced with a patronage demotion case under 42 U.S.C. § 1983, instituted by Guillermo Rosario Nevarez and his wife, Elsie Nieves Reyes, against the Secretary of Housing, Jaime Torres Gaztambide, and the Executive Director of the Rural Housing Administration ("RHA"), Cosme Hernández Silva, and their respective wives.1
