McGIVERIN, Justice.

Defendant Ronald Livingston obtained from the zoning officer of plaintiff city of Lamoni (city) a building permit and a use permit for the construction of a sawmill on his property. After consulting with the city attorney a few weeks later, the zoning officer determined that the issuance of the permit was in error and revoked it.
