On August 3, 1984, Rupp Construction Co., Inc. and Douglas Rupp were separately accused by a multi-county grand jury of conspiring to rig bids on a public road contract in violation of Minn.Stat. §§ 325D.53, subd. 1(2); 325D.56, subd. 2; and 609.05 (1984).
