Plaintiff's decedent, Farrell Turner, was killed when he was lost overboard from the Lucy E, on which he labored for his employer the Tennessee Valley Authority (TVA). According to the complaint, TVA maintained the Lucy E in an improper and negligent fashion, with the result that the ship was an unsafe workplace lacking appropriate safety appliances and devices.
