Elizabeth Foster appealed to the Superior Court of Fulton County from the decision of the Administrative Hearing Office of the Georgia Department of Human Resources (DHR), which ruled that Foster was ineligible for public assistance, namely, Aid to Families with Dependent Children (AFDC) and Medicaid.
