The plaintiffs represent two subclasses in a class action that, in an action under 42 U.S.C. § 1983 against a state officer, seeks a declaratory judgment and an injunctive order for notice relief to remedy past violations of federal law. However, the federal laws in question (both provisions of the Aid to Families with Dependent Children program) have been changed so that prospective injunctive relief is definitely unnecessary for one subclass...
