On March 9, 1976, petitioner Vincent T. Effinger pled guilty and was convicted in St. Louis County District Court of three counts of criminal conduct. On September 6, 1984, Effinger filed a petition for post-conviction relief. The district court held a hearing on October 12, 1984, and denied the petition.
