The United States hired Wexler Construction Company ("Wexler") as an independent contractor to perform renovations on a building owned by the United States. The work was supervised by the Army Corps of Engineers. Plaintiff Patrick Casey, an employee of Wexler, worked in the basement of the building for a period of months.
