This matter is before the Court on cross motions for summary judgment.

On November 20, 1983, Matthew J. Feenstra suffered serious injuries in an automobile accident. No one involved in the accident had no-fault personal protection coverage that applied to Feenstra's injuries. Feenstra was, however, a participant in the Michigan Conference of Teamsters Welfare Fund ("Teamsters Welfare Fund") at the time of the accident...
