OPINION

KENNEDY, Justice.

Appellant revoked the medical license of appellee. Appellee then brought suit in the district court and that court vacated the order of appellant. This appeal followed therefrom. Appellant raises four points of error.

Appellee appeared before the Texas State Board of Medical Examiners, appellant, to answer a complaint of prescribing drugs, namely Fastin, Ritalin, Dalmane and Ionamin, in a nontherapeutic manner and writing...
