At the general election held on November 5, 1985, the returns for the office of Tax Collector of West Bethlehem Township, Washington County, showed that respondent Gertrude Gongolski had won, 198 to 194 votes. On November 25, 1985, 20 registered voters of West Bethlehem Township presented a petition for election contest on behalf of Candace Corlazzoli, requesting the court to declare Corlazzoli the winner
