This is an appeal from a summary judgment. Donna and Steve Austin, plaintiffs-appellants, sued John Hale, Todd Maslow and the Texas Department of Human Resources (DHR), defendants-appellees, claiming that Hale and Maslow, who are employees of DHR, and DHR were negligent in investigating a report that their two-year-old daughter was being abused while she was living with her aunt and uncle.1 DHR moved...
