In this case, petitioner Robert M. Price challenges a decision and order of the Rental Housing Commission (the Commission) affirming an award of a rent refund to tenant Sarah L. Gilliam, in the amount of $13,414. In affirming the award of a rent refund, the Commission found that the property at issue was held in partnership, and not eligible for the exemption from rent control in D.C.Code § 45-1516(a)(3) (1981), which requires, inter alia...
