BROWN, Justice.

Appellee Bruna Grannaas McNeese was convicted in municipal court of violating Rock Springs Municipal Ordinance 5-201(a). After receiving a record of this conviction, the Motor Vehicle Division of the Department of Revenue and Taxation (Division) proposed to revoke appellee's driver's license. A hearing on the proposed revocation was held in April 1985, which resulted in the decision to revoke the license.<...
