Lisa Jo Johnson appeals from a trial court decision that the Department of Licensing is not required to consider setoff due to comparative negligence in determining the amount of security required of an uninsured driver under the financial responsibility statute, RCW 46.29, and therefore, the uninsured driver's damages are not relevant to that determination.
