The plaintiffs bring this action pro se against the defendants seeking a declaratory judgment that the formula used by the State of Vermont to determine the level of benefits in the Aid to Needy Families with Children ("ANFC") program is invalid. The plaintiffs also seek $25,000 in compensatory damages from the State for wrongful temporary termination of plaintiffs' ANFC benefits in July, 1982...
