On December 18, 1984, two women, T.F. and P.L., filed complaints with the Le Sueur police chief against appellant, John LaFond, alleging misconduct by LaFond while on and off duty. The women alleged that appellant had sexual relations with them at different times. Additional allegations surfaced regarding appellant's unauthorized use of the municipal swimming pool.
