OPINION BY JUDGE DOYLE, October 30, 1986:

This is an appeal by William K. Pannacci from an order of the State Civil Service Commission (Commission) denying his request for a hearing on his non-selection for promotion and from a subsequent order wherein the Commission reaffirmed its first order.
