On September 24 and 29, 1982, reports required by G.L.c. 119, § 51A, were filed on behalf of the natural parents' son and the mother's daughter. Temporary guardianship of the children was granted to the Catholic Charitable Bureau (bureau) in December of that year and was continued at three-month intervals. See G.L.c. 201, § 4.
