In November, 1985, Frank Vinson, then a prisoner at the Groveland Correctional Facility, filed this action under 42 U.S.C. § 1983 against Wayne Barkley, the Superintendent of Groveland, and Ramon Rodriguez, the Chairman of the New York State Board of Parole.
