Appellants challenge the decision of appellee Department of Environmental Regulation (DER) to grant a permit to appellees Port Bougainville Associates, Ltd., and Port Bougainville Enterprises, Inc. (Port Bougainville) for modifications on a previously-built marina located in North Key Largo. Finding no reversible error in the proceedings below, we affirm.
