Victor Churape appeals the termination of his parental rights. We reverse and remand for the taking of additional testimony.

In August 1981, R., the 6-month-old daughter of Virgilio (Victor) Churape and Lilly Rose Churape, was declared a dependent child pursuant to RCW 13.34.030(2) and placed in foster care.
