This case grows out of the government's efforts to abolish the Professional and Administrative Career Examination ("the PACE"). That examination was challenged in Luevano v. Campbell, 93 F.R.D. 68 (D.D.C.1981), as having a discriminatory impact on black and Hispanic applicants for federal employment.
