Plaintiff, the owner and operator of a boat yard located in Cayo Obispo of Fajardo, Puerto Rico, filed the complaint in this case against the United States of America invoking the maritime jurisdiction of this Court under the Suits in Admiralty Act, 46 U.S.C.
