The question of first impression presented by this case is whether a police officer lawfully may arrest a motorist for operating under the influence of intoxicating liquor, G.L.c. 90, § 24 (1984 ed.), outside of the officer's territorial jurisdiction, where the arresting officer was not in "fresh and continued pursuit" of the motorist.
