This appeal presents two questions of law to be resolved by this court. The first question is whether the state Revisor of Statutes can be compelled by writ of mandamus to publish the laws as enacted by the Legislature of the State of Nebraska when the Revisor of Statutes refuses to do so. The second question is whether the constitutionality of a law enacted by the Legislature, having no reference to the Revisor of Statutes, can be tested...
