Holiday Universal Club, Inc. (Holiday) appeals from the denial by the Circuit Court for Montgomery County of its Petition for Injunctive Relief. Of the issues presented by appellant we will review the following two.1

I. Is Montgomery County Code, Chap. 27, Article 1, Division 1, unconstitutional either because the County lacked the power to enact such an ordinance or because the ordinance is vague?
