NEWMAN, Associate Judge:

To decide this appeal, we must determine whether the twelve-year time period contained in D.C. Code § 15-101 (1981) is a limitation on the jurisdiction of the Superior Court or whether it constitutes a statute of limitation.1 We conclude that it is a statute of limitation; we reverse the trial court's ruling to the contrary.
