Petitioner was charged with and found guilty of violating a prison disciplinary rule prohibiting inmates from bribing or extorting or attempting to bribe or extort any person (see, 7 NYCRR 270.1 [b] [4] [i]). In this CPLR article 78 proceeding, petitioner contends that this finding was unsupported by substantial evidence, because a charge of bribery is inapplicable since only a public official may be bribed and no evidence was presented...
