The threshold question before the court is whether IC-5-03.07(A) meets the standards for a "specific" requirement set forth in Section 35, Article II of the Ohio Constitution and interpreted in State, ex rel. Holdosh, v. Indus. Comm. (1948), 149 Ohio St. 179 [36 O.O. 516].1 IC-5-03.07(A) provides in pertinent part:
