After an emergency hearing, this Court issued the following order:

For reasons to be stated in an opinion to be hearafter filed, it is this 8th day of August, 1986, by the Court of Special Appeals, ORDERED that the judgment of the Circuit Court for Prince George's County is affirmed. Costs to be paid by the appellant. Mandate to issue forthwith.
