The Department of Labor and Industries appeals from the Superior Court's order issuing a writ of prohibition precluding the Board of Industrial Insurance Appeals from hearing an appeal of the Department's "order and notice" to Floor Decorators, Inc. (Decorators) and E.C. Miller Co., Inc. (Miller) of additional workmen's compensation premiums. We reverse.
