Appellants and the class they seek to represent are elderly or disabled veterans who resided or are residing in the Minnesota Veterans Home (home) in Minneapolis. After appellants received a letter from the home stating they would be discharged because of their "abilities and resources," they filed a class action suit seeking injunctive and declaratory relief.
