CRIPPEN, Judge.

This appeal requires us to decide if substantial evidence supported the immediate discharge of a teacher in the absence of a prior written record of the teacher's deficiencies. The hearing examiner issued proposed findings of fact and concluded the evidence was insufficient to support petitioner's immediate discharge. The school board, however, adopted the school district's proposed findings of fact and immediately discharged petitioner...
