Floyd Ott appeals from a criminal conviction for violation of a city sign ordinance, a misdemeanor. The appellant argues that he has standing to challenge the constitutionality of the ordinance on its face and that the ordinance is unconstitutional because it places an impermissible burden on noncommercial speech, which is protected by the First Amendment.
