Appellant, Earnest Palmer, was employed by the Perry County Board of Education (hereinafter "Board") as Superintendent of the Perry County School System. Palmer was terminated by the Board. On July 2, 1985, following a termination hearing, the Board affirmed its termination of Palmer.
