OPINION BY JUDGE MacPHAIL, July 30, 1986:

Petitioner, Harold Keating, Jr. appeals an order of the Secretary of Education (Secretary) which affirmed his dismissal by the Board of School Directors of the Riverside School District (Board). We affirm.
