Petitioner was an inmate at Clinton Correctional Facility when, on February 3, 1985, he was found to be in possession of marihuana. On February 5, he was ordered to submit to a urine test, which he refused. On February 6, he was again ordered to submit to a urine test. After refusal, petitioner was placed in a room for three hours. At the end of that period he still did not comply with the order...
