Thomas Henry Smith, III, was employed by the Wallkill Central School District (hereinafter the School District), commencing in 1966, as a tenured middle school mathematics teacher pursuant to a provisional teaching certificate. This certificate expired in 1975. Smith had repeatedly been warned by the School District as early as 1979...
