We consider whether there was sufficient evidence to support the finding by the Board of Medical Examiners of the State of Arizona (the Board) that Dr. Jorge Tabora engaged in a pattern of charging excessive fees and whether Dr. Tabora had adequate notice that the Board might order him to review his records, provide restitution, and submit a report of restitution.
