The plaintiffs, five individuals, challenge the constitutionality of the Uniform Alcoholism and Intoxication Treatment Act, RCW 70.96A, and urge application of 42 U.S.C. § 1983 to the alleged actions of the various defendants. Plaintiffs also seek damages, an injunction and attorney's fees.
