The Village of Thiensville (Thiensville) appeals from an order affirming a hearing examiner's order which, by the same decree, affirmed a permit modification of the Department of Natural Resources (DNR). The appeal concerns sec. 147.20, Stats., which allows persons to seek review of any DNR order that modifies an original permit.
