Petitioner became a police officer on January 26, 1982. While still a probationary officer, he was involved in an off-duty automobile accident on April 23, 1983. As a consequence, he sustained serious injury to his left leg and loss of sight in his right eye. Petitioner went on sick leave two days following the accident and applied for a disability pension on May 31, 1983.
