The dispositive issue in this appeal is the scope of a trial court's authority to enjoin action taken by a civil service commission to comply with an antidiscrimination order issued by a federal court. In 1983, the civil service commission of the city of Bridgeport, after holding a promotion examination, established a list of officers to fill vacancies in the position of sergeant.
