This is an appeal from a final order of the Circuit Court of Jefferson County. On September 28, 1984, the circuit court dismissed the appellant's appeal of a decision rendered by the Jefferson County Commission based solely on the fact that this Court had earlier denied the appellant's petition for a writ of prohibition in this same case. This matter was before us previously in Knotts v. Snyder Enterprises, Inc., ___ W.Va. ___,
