The issue presented for our consideration on this appeal is whether substantial evidence supported a determination that various ponds situated on property owned by the petitioners constituted freshwater wetlands of "unusual local importance" pursuant to ECL 24-0301 (1). We answer this question in the negative and, therefore, reverse the judgment of Special Term which dismissed the proceeding commenced...
