In this case we must determine the constitutionality of Assembly Bill No. 625 enacted as chapter 49 of the Statutes of 1985-1986, an urgency statute effective April 10, 1986, which provides that Civil Code1 sections 4800.1 and 4800.2 apply to all proceedings commenced on or after January 1, 1984, regardless of the date of acquisition of the property.
