This is an appeal from an order granting summary judgment in favor of Alderman John R. Kalwitz (Alderman Kalwitz), president of the City of Milwaukee Common Council. Because there was no factual dispute, both parties argued that as a matter of law, summary judgment should be granted in their favor.
